Powder coated.  The Deluxe Kit comes with Chacho Covers and Stainless-Steel Socket Head hardware to replace your OE bolts for the Rocker Boxes, Lifter Blocks, Cam Cover, Transmission End Cover, Trap Door and Top Cover, Primary Cover, Derby Cover and 4 extra pieces to replace the front Master Cylinder and Clutch Perch Clamp halves.
